Preparing for winter: ESNZ Committee publishes Government response to report

Household Energy Efficiency Statistics

Towards the end of each month the Government Department for Energy Security and Net Zero along with the Department for Business, Energy & Industrial Strategy publish, what they refer to as the, “Household Energy Efficiency Statistics”. This series brings together statistical releases relating to the Energy Company Obligation (ECO), Green Deal, and insulation levels.

In other words the figures show how well the various Government energy efficiency funding and incentive schemes are doing and how many measures are being installed.

The published statistics represent the performance of the Energy Company Obligation (ECO) and Green Deal (GD) and incorporate changes as set out in response to the user consultation of National Statistics on the Green Deal, Energy Company Obligation and Insulation statistics.

There are two reports:

  1. Headline release: Monthly numbers and a rolling quarterly overview of ECO measures and statistics. This update is usually released in the latter half of each month.
  2. Detailed report: Annual summary to previous year end on in-depth ECO statistics and insulation levels. This report is usually published in March

The statistics typically include:

  • ECO Trends
  • Number of measures installed under ECO
  • ECO Measures by type
  • ECO Household characteristics
  • Regional split across Great Britain
  • ECO Costs
  • Green Deal review
  • Benefits monitoring
  • Further information and technical details

The estimates use administrative data generated as part of the Green Deal (GD) and Energy Company Obligation (ECO) processes. For the annual detailed statistical release, scheme administrative data from the Green Homes Grant Vouchers (GHGV) and the Green Homes Grant Local Authority Delivery (LAD) scheme are included in some tables to provide a broader overall view of household energy efficiency schemes. In addition, the estimates of home insulation levels use data contained within the national housing surveys and published by the Department for Levelling Up, Housing & Communities (DLUHC) to build up an overall picture of the housing stock in Great Britain.

To anyone interested in analysing just how well the different funding schemes are performing against targets these figures and reports are invaluable.
