Warm Homes Local Grant – WH:LG
The Warm Homes Local Grant (WH:LG) is an initiative that’s available for local authorities to deliver energy performance and low carbon heating upgrades to low-income homes in England from 2025.
Some £500 million has been committed to the Warm Homes: Local Grant across 3 years with a commitment that further funding towards decarbonisation and to tackle fuel poverty will be considered as part of Phase 2 of the Spending Review.

Measures Funded Under Warm Homes: Local Grant
The Warm Homes Local Grant will begin delivery in 2025 and will provide energy performance upgrades and low carbon heating via local authorities, to households that:
- are in England
- are low income
- have an Energy Performance Certificate (EPC) between D and G
- are privately owned (owner occupied or privately rented)
Once in delivery local authorities will be able to install energy performance measures and low carbon heating to eligible homes in their area. Measures could include:
- insulation
- solar panels
- an air source heat pump if suitable
Upgrades should be tailored to individual homes so that the most appropriate measures are installed. Occupants on a low income will not contribute to the cost of upgrades.
The total amount of funding available for local authorities to deliver the scheme is £500 million spread over 3 years starting in 2025.
Eligibility For WH:LG Funding
There are two eligibility criterias. Firstly the Local Authority needs to be eligible and needs to have completed and submitted a formal expression of interest (EOI) form. In doing so local authorities will need to provide:
- an outline of their proposed project, including any consortia members
- their high-level plans for procurement, resourcing, and mobilising their project
- their past performance on previous schemes
Funding will be then allocated to participating local authorities and made available for those hopusehold who meet the criteria detailed above and who live within the area of a participating local authority.

Local authorities should refer to the guidance documentation which includes information on the design, delivery model and eligible measures.
